City of Calgary pandemic-related bylaw enforcement update

City of Calgary Community Peace Officers and the Calgary Police Service (CPS) continue to work together, along with Alberta Health Services (AHS), to ensure enforcement of all bylaws and public health orders.

For the week ending October 5, The City of Calgary and Calgary Police Service have issued a total of 62 tickets, in the following categories:

Going forward, The City will not be issuing a weekly news release on its enforcement action relating to the Pandemic Face Covering and Vaccine Passport bylaws. However, enforcement ticket numbers will be posted weekly on our website at calgary.ca.

Without Papers Pizza

Since the implementation of the Vaccine Passport Bylaw, we have been working with businesses to ensure that they fully understand their responsibilities under the bylaw. Not surprisingly, most businesses are embracing the new measures. They understand that consumer confidence is bolstered when there is a consistent approach to health measures and reducing risk. We thank all businesses who are working with us to keep their customers safe.

That said, we have received many complaints and inquiries about Without Papers Pizza. The operators of this business have publicly shared their intent not to follow City bylaws or comply with public health orders. This cannot stand and, in the last week, the following action has taken place against Without Papers Pizza in response to its willful non-compliance:

  • City of Calgary has suspended its business licence
  • AGLC has revoked its liquor licence
  • AHS has revoked its food handling permits
  • City business licence inspectors have issued 27 tickets for refusal to check for proof of vaccination or a valid alternative; failure to display signage; and operating while its business licence is suspended

Please be assured that, when significant risk is identified, or we see continued non-compliance, we will resort to enforcement action. The bylaw is very clear on the actions we can take, and we are prepared to vigorously enforce with businesses who are willingly and knowingly violating our bylaws. We will not hesitate to address businesses who put their customers and staff at risk by not following City bylaws, business licence requirements, public health orders and AHS guidelines.
