Suspected impaired driver charged following downtown disruption

A suspected impaired driver has been charged after being removed from a truck that was blocking a downtown intersection on Monday, causing disruption to CTrain operations.

On Monday, Dec. 15, 2025, police were called to the intersection of Fifth Avenue S.W. and Ninth Street S.W., for reports that a driver of a black GMC Sierra was slumped over in the intersection with the truck running. Police arrived to find the truck running, the break lights on and the CTrain barrier falling onto the truck bed. The driver appeared to be unconscious.

Believing the vehicle was still in drive, officers contained the vehicle to prevent it from lurching forward when the driver was approached. Officers then tried to wake the driver by using sirens and loud speakers, however, he was still unresponsive. With concern for his condition, officers broke the passenger door window to gain entry. The driver woke up and was removed from the vehicle.

While removing the driver from the vehicle, officers located open alcohol and drug paraphernalia. Search incident to arrest located:

·       A folding knife hidden in the driver’s waistband

·       Approximately 30 grams of crystal meth

·       Approximately 30 grams of crack cocaine

·       Three nitrous oxide canisters

·       $540 in Canadian currency

The estimated street value of the seized drugs is $5,100.

Cody Stephen Roderick ALLEN, 41, of Kelowna, British Columbia, is charged with the following:

·       Two counts of possession of drugs for the purpose of trafficking

·       One count of possession of proceeds of property obtained by crime

·       One count of Criminal Code impaired driving

·       One count of carrying a concealed weapon

·       One summons under the Traffic Safety Act for driving an uninsured motor vehicle on a highway

·       One summons under the Gaming Liquor and Cannabis Regulations of transporting liquor in an open container

ALLEN is expected to next appear in court on Wednesday, Jan. 14, 2026.

“This driver put pedestrians, motorists and CTrain occupants at risk in a heavily populated area of our downtown. Had his foot slipped off the brake when he became unconscious, people likely would have been hurt. This is entirely unacceptable and we will hold him, and other suspected impaired drivers, accountable to the full extent of the law,” says Traffic Section Insp. Rob Patterson.

“I’d also like to thank our patrol officers who bravely stepped up to put themselves in harm’s way of this large truck to stop the threat to our public.”

Impaired driving continues to be a major contributing factor to collisions in Alberta. Of the 36 fatal collisions in Calgary so far this year, impairment was a factor in at least six of them.

December is impaired driving prevention month and we continue to step up efforts to locate and remove impaired drivers from the streets of Calgary.
