Calgary Police working with Quebec law enforcement in human trafficking investigation, suspects additional Alberta victims
Correction: Vincent-Olivier MARCHETERRE, 34, of Quebec and Antoni PROIETTI, 29, of Quebec, are currently in custody in Quebec for additional charges of human trafficking, procuring, sexual assault and assault against five additional victims during the months of June to November 2018.
The original release stated they were currently serving sentences for the additional charges, as per a press release issued in Quebec that was translated into English. The spelling of MARCHETERRE has also been corrected. The original release stated "MARCHETRRE."

Calgary Police working with Quebec law enforcement in human trafficking investigation, suspects additional Alberta victims
The Calgary Police Service is working with Quebec law enforcement in relation to a human trafficking investigation originating in Quebec that is believed to also involve Alberta residents.
In May 2018, the Calgary Police Service entered into a joint human trafficking investigation with the Quebec Anti-Human Trafficking Task Force.
Police are releasing details about this two-year investigation now as all five accused individuals have been arrested and charged. Police are releasing the photos of the accused as it is believed there are additional interactions that have occured between the accused individuals and Alberta residents that have not yet been reported to police.
Throughout the investigation, police determined five individuals to be connected to the human trafficking of several female sex trade workers in and around the Calgary area.
On Friday, July 27, 2018, police executed a search warrant on one of the individual’s residences here in Calgary. A human trafficking victim was located in the residence, along with drugs, a handgun and approximately $5,000 cash. One man was taken into custody.
Calgary Police then liaised with Quebec law enforcement to arrange the arrests of two other men believed to be connected to this case. Both men appeared in court in Quebec yesterday.
Investigators discovered two additional men in Calgary believed to be connected to this case. One was arrested on Tuesday, Aug. 7, 2018, and the other arrested on Friday, Nov. 29, 2019.
Vincent-Olivier MARCHETERRE, 34, of Quebec and Antoni PROIETTI, 29, of Quebec, are each facing one count of each of the following charges:
- Material benefit of trafficking
- Trafficking persons
- Procuring
- Material benefit from sexual service
MARCHETERRE and PROIETTI are currently in custody for additional charges of human trafficking, procuring, sexual assault and assault against five additional victims during the months of June to November 2018.
The three additional individuals believed to be connected to this investigation have been arrested in Calgary and charged.
Hicham MOUSTAINE, 28, of Calgary, arrested on Tuesday, Aug. 7, 2018, has been charged with:
- One count of trafficking persons
- One count of procuring
- One count of possession of a firearm without a license
- One count of possession of a prohibited weapson with ammunition
- One count of possession of a firearm obtained by crime.
Sergei DUBE-CAVALLI, 28, of Calgary, was arrested on Friday, Nov. 29, 2019, has been charged with:
- One count of material benefit from sexual service
- One count of advertising sexual services
- One count of trafficking persons under the age of 18
- One count of material benefit of trafficking
Mikhail KLOUBAKOV, 29, of Calgary, was arrested on Friday, July 27, 2018, has been charged with:
- One count of trafficking persons
It is believed MARCHETERRE and PROIETTI have had interactions with Alberta citizens that have not yet been reported to police.

The Calgary Police Service encourages anyone who feels they have been a victim of sexual assault to report it to police. Victims of sexual assault can report it to police by calling 403-266-1234, or 9-1-1 if they are in immediate danger.
There is no time limit on how long a victim has to report a sexual assault in Canada.
