Police charge Calgary man and woman in relation to drug and weapon seizure

After a three-month investigation, police have seized approximately $131,000 worth of various drugs and weapons that resulted in charges laid against a man and a woman.

On Tuesday, Oct. 25, 2022, at approximately 9:45 a.m., a member of the Calgary Police Service Traffic Section was conducting speed enforcement and observed a vehicle speeding more than 20km/h over the speed limit in a playground zone along Elbow Drive S.W., near 86 Avenue S.W.

Our officers signaled and attempted to pull the vehicle over and conduct a traffic stop, but the vehicle failed to stop and fled from police. A short time later, we received reports of a single-vehicle collision that occurred near the intersection of Elbow Drive and Glenmore Trail S.W., which involved the vehicle police previously attempted to stop.  

Once police arrived on scene at the collision and began an investigation, the following items were seized:

  • A Glock 9 mm pistol
  • Ammunition
  • A collapsible metal baton
  • Approximately 830 grams of fentanyl with an estimated value of $83,000
  • Approximately 255 grams of methamphetamine with an estimated value of $15,500
  • Approximately 240 grams of cocaine with an estimated value of $24,000
  • Approximately six grams of crack cocaine with an estimated value of $600
  • $8,245 in Canadian currency

As a result, we have charged Jesse Edward MONAGHAN, 32, of Calgary. We are asking for the public’s help to locate Josiane RIVEST, 29, of Calgary, who is wanted on warrants and is also facing charges in relation to this incident.

MONAGHAN is charged with:

  • Four counts of possession for the purpose of trafficking
  • One count of proceeds of crime over $5,000
  • 14 counts of fail to comply with release order
  • One count of possession of a weapon dangerous to public peace
  • One count of unauthorized possession of a restricted weapon
  • One count of possession of a firearm without a licence
  • One count of possession of a firearm in a motor vehicle
  • One count of possession of a restricted weapon with ammunition
  • One count of possession of stolen property under $5,000

RIVEST is charged with:

  • Four counts of possession for the purpose of trafficking
  • One count of proceeds of crime over $5,000
  • One count of hazardous storage of a firearm
  • One count of possession of a weapon dangerous to public peace
  • One count of unauthorized possession of a restricted weapon
  • One count of possession a firearm without a license
  • One count of possession of a firearm in a motor vehicle
  • One count of possession of a restricted weapon with ammunition
  • One count of possession of stolen property under $5,000

RIVEST is described as approximately 5’1” tall, 120 pounds, with light brown hair and blue eyes. 

“Vehicles are often used by criminals to aid in illegal activity,” says Staff Sergeant Robert Patterson of the Calgary Police Service Traffic Section. “By conducting traffic stops when traffic offences are committed, our officers can often detect and intervene when criminal behaviour is also involved on Calgary roads, and ensure illegal firearms and drugs are removed from the community.”
