Man charged in alleged drugging, theft and fraud investigation

We have charged one man in connection with the alleged drugging, theft and defrauding of a man last month.

On Sunday, Aug. 2, 2026, the victim attended a residence in the 500 block of 40 Avenue N.W., where he allegedly consumed alcohol, drugs and a substance believed to be gamma-hydroxybutyrate (GHB).

Shortly after consuming the substance, the victim became ill and lost consciousness. When he awoke the following morning, he discovered his vehicle, keys and wallet were missing.

The victim later learned that more than $7,000 in unauthorized purchases had been made using his financial accounts through his cellphone. Investigators also determined that approximately $30,000 in fraudulent cheque deposits had been made.

Following an investigation by District 3, investigators identified two individuals who were allegedly involved in supplying drugs to the victim and had access to his property before it was stolen.

On Friday, Aug. 21, 2026, investigators arrested one suspect and executed a search warrant at the residence connected to the investigation.

As a result, Spencer Ryan STOLK, 37, has been charged with one count each of:

·         Possession of methamphetamine

·         Administering a noxious substance

·         Theft under $5,000

·         Fraud over $5,000

STOLK remains in custody and is scheduled to appear in court on Thursday, Sept. 17, 2026.

Corey Der of the District 3 General Investigations Unit. “Holding those responsible accountable is an important part of keeping our community safe.
