Man charged following animal abuse investigation

We have charged a man following an investigation into multiple incidents of animal abuse this year.

On Saturday, July 12, 2025, at approximately 6:25 a.m., Calgary Transit peace officers observed a man on CCTV at the Marlborough CTrain station striking and kicking his dog. He left before officers could locate him. The incident was reported to the Calgary Humane Society, but the man could not be identified at the time.

On Tuesday, Dec. 9, 2025, at about 3:35 p.m., the same man was seen on CCTV at the City Hall CTrain station, striking his dog several times. Calgary Transit peace officers detained him and seized the dog, which was placed in the care of the Calgary Humane Society. The man was given conditions to regain ownership but failed to meet them, and the dog was forfeited.

On Tuesday, Dec. 16, 2025, at about 5:20 p.m., the man entered the Calgary Humane Society property and stole the dog from a volunteer dog walker. Peace officers detained him until we arrived. He was arrested, charged with theft under $5,000, and ordered to stay away from the property.

Despite this order, the man returned on Monday, Dec. 22 and again on Tuesday, Dec. 23, 2025, when he was arrested.

As a result of the joint Calgary Police Service and Calgary Humane Society investigation, Joshua James MULLIGAN, 41, has been charged with:

  • Two counts of causing injury to an animal
  • Two counts of an owner willfully causing pain and suffering to an animal
  • Two counts of breach of a release order
  • One count of possession of methamphetamine

He is scheduled to appear in court on Wednesday, Jan. 14, 2026.

The dog is safe and remains under the ownership of the Calgary Humane Society.
