Council’s New Procedure Bylaw
City Council adopted a new Procedure Bylaw (42M2025), effective Wednesday, Oct. 29th, 2025, to align its procedures with current provincial legislation and to modernize how Council and Council Committees conduct meetings.
What’s Changing
To improve transparency, protect the privacy of third parties, protect the security of information technology in the Council Chamber and make agenda information available earlier, new rules and deadlines apply for anyone wishing to provide input at Public Hearings or Standing Policy Committee meetings (the Infrastructure and Planning Committee and the Community Development Committee).
Key Changes
- Submission deadlines
- Public Hearings: Written or audio-visual submissions must be received by 12:00 p.m. (noon), eight days before the meeting. Submissions for Public Hearings received by this deadline will be shared with Council, included in meeting materials, and published on calgary.ca/ph.
- Standing Policy Committees: Written or audio-visual submissions must be received by 12:00 p.m. (noon), two days before the meeting. Submissions for Standing Policy Committees received by this deadline will be distributed during the meeting and published on calgary.ca/ph.
- Written submissions become part of the permanent public record and, along with audio-visual submissions, will be available for viewing on calgary.ca/ph as part of meeting materials. Submissions containing the personal information of third parties may be redacted or not included in meeting materials.
- Submissions that have missed the above deadlines will not be accepted or included in the meeting materials by the City Clerk’s Office.
- Written Presentation Materials provided after the submission deadline:
- Members of the public who speak at a meeting, with the Chair’s permission, may provide written presentation materials (such as slides or notes) to be included in the public record.

- Audio-visual submissions:
- Must be five minutes or less in length;
- Must be uploaded by or before the above submission deadlines, following the instructions provided by the City Clerk’s Office on calgary.ca/publichearings;
- Must be presented by the submitter at the meeting; and
- To ensure security of information technology in Council Chamber, audio-visual submissions will no longer be accepted on the day of the meeting.
Why This Matters
These changes support greater transparency and more informed public participation, protect the privacy of third parties, protect the information technology infrastructure in the Council Chamber and provide more time for the Public, Council and Administration to review agenda materials and prepare to participate in Public Hearings and Standing Policy Committee meetings.
