City seeks private sector supplier for residential black cart collection pilot

The City will post a request for proposals (RFP) on Sept. 14, 2020 seeking a private sector supplier to provide residential black cart service to about 88,000 homes starting in 2022.

The RFP follows Council direction to contract out up to 25 per cent of residential black cart collection services allowing The City to objectively evaluate private-sector service delivery in comparison with the public sector.

In consultation with Council, Waste & Recycling Services chose a collection area that covers a large part of the Northwest quadrant and a portion of the Southwest. It extends from Panorama Hills to Valley Ridge and from Symons Valley Ranch to Discovery Ridge.

This area was selected, with Council’s approval, to compare performance between the private-sector and public-sector service providers.

The RFP will be posted on the MERX portal for five weeks. The contract, with a duration of seven years plus possible extension, will be awarded by Q1 2021 with the private contractor starting service in Q1 2022.
