City of Calgary announces new General Manager of Planning and Development Services

After a robust recruitment process, The City of Calgary has selected a successful candidate for the position of General Manager, Planning and Development Services. Timothy (Tim) Keane will join The City on April 1, 2024, and report to the Chief Operating Officer.

“We were truly amazed by the caliber of applicants and the amount of applicants and interest, spanning from local to international, this position drew,” says David Duckworth, The City’s Chief Administrative Officer. “This just goes to show the incredible reputation our planning and development department has as a leader in the industry.” 

When asked, Keane shared that he’s most interested in Calgary because the city has unique attributes that position it to be the most successful city in North America. “I have been consistently committed to both ‘planning’ and ‘doing’ in my career. It’s essential that we concern ourselves with the city five, 15 and 30 years from now. It’s as important that we are building today and tomorrow in ways that enliven and enrich the community for every resident,” he says.

Keane has significant planning and leadership experience from his current role as Director of Planning and Development Services with the City of Boise, Idaho, USA as well as past roles as Commissioner of City Planning at the City of Atlanta, and Director of Planning, Preservation and Sustainability at the City of Charleston. In these roles, he has been able to develop innovative and creative approaches to planning, from implementation to action, including modernizing zoning, renewing a municipal development plan, and work on a major housing strategy. The work he has done with Diverse and Racialized communities throughout the USA is also a testament to his deep commitment to building community and strong relationships.

“We want to ensure Calgary is a place everyone feels they belong; it’s a top priority for our organization, and for the planning and development department as they plan our great city,” says Stuart Dalgleish, Chief Operating Officer. “Mr. Keane will be a valuable leader in the organization to help us advance our commitments to Equity, Diversity, Inclusion and Belonging, Anti-Racism, and Truth & Reconciliation.”

"Mr. Keane’s extensive experience will serve the Calgary context well, especially as we face a very aggressive agenda to meet the complex needs of our growing city,” says Duckworth. “We are looking forward to having him join our team.”

While we anticipate Keane's arrival, Debra Hamilton, Acting GM will continue to serve in the role.
