High Risk Offender Released

The Calgary Police Service is issuing the following public information and warning in regards to the release of an inmate, in the interest of public safety.
 
Franklin NOSKEY, 49, is in the Calgary area having served a federal sentence of 12 years, 11 months and 28 days, for sexual assault, sexual assault with a weapon and forcible confinement. He was released today, Monday, May 7, 2012, and will now be monitored by the Calgary Police Service High Risk Offender Program on a two-year recognizance order.
 
NOSKEY has a history of offences in Edmonton and Peace River. His previous sexual assault convictions have been committed against teenaged and adult females, both known to him and strangers.
 
He is an Aboriginal, 5’8” and approximately 190 lbs., with a medium build. He has brown eyes and black hair.

The Calgary Police Service is issuing this information and warning after careful deliberation and consideration of all related issues, including privacy concerns, in the belief that it is clearly in the public interest to inform the members of the community of the release of NOSKEY.
 
Members of the public are advised that the intent of the process is to enable members of the public to take suitable precautionary measures and not to embark on any form of vigilante action.
