COUNCIL TO DETERMINE ITS FISCAL PLAN FOR CALGARY AND INDICATIVE RATES AND FEES

Calgary, AB – On June 28, City Council will meet in the final of three June Strategic Planning sessions as part of Council’s ongoing discussions to consider priorities for the 2012-2014 business plan and budget cycle supporting the longer term vision of imagineCALGARY.
 
Administration is seeking Council’s decisions on its Fiscal Plan for Calgary and indicative rates and fees, which will provide Administration with direction as it develops the 2012-2014 business plans and budget to be finalized in November. Considering these items together with Council’s Fiscal Plan will allow for integration of Council’s decision and guidance for Administration
 
During this meeting, Council will discuss:
  • Stakeholder engagement results;
  • User fees & subsidies policy;
  • Indicative water & wastewater utility rates
  • Indicative waste & recycling fees
 
Dialogue Partners will present the final results from the Our City. Our Budget. Our Future. engagement process. Over the course of three and a half months, over 23,000 citizens, City employees and organizations participated and provided their input on City services, values and priorities, and considered trade-offs for the next three years. The final report is available on calgary.ca/ourfuture
 
Earlier this month, Council met in two other Strategic Planning sessions to receive and discuss information on strategic issues.
 
June 7 – Council discussed information on The City’s growth patterns and implications, and The City’s financial outlook, revenue and expenditure pressures, and indicative tax rate scenarios.
June 14 – Council approved a corporate strategy to build on service efficiency and effectiveness. The strategy has a number of components including increased performance measurement and benchmarking, linking of effectiveness and efficiency to individual performance goals and a new element called “zero-based service review*.”
*A “zero-based service review” examines all aspects of a service, including scope, mandate, service level and alignment to long term policy goals, as well as potential efficiencies in the way that service are delivered. Unlike zero-based budgeting, which focuses on budget and cost, a zero-based service review looks into all dimensions of the service or function. 
 
Council’s Strategic Planning meetings are part of the new process The City developed to build its next three year business plans and budget. This process provides Council with complete information it needs to make decisions and give clear and transparent directions to Administration regarding the 2012-2014 business plans and budget.
